　　答：香港特別行政區(qū)、澳門特別行政區(qū)永久性居民中的非中國(guó)籍人員（以下簡(jiǎn)稱非中國(guó)籍港澳永久性居民），因投資、探親、旅游、商務(wù)、研討、交流等短期入境事由來(lái)往內(nèi)地，可以向中華人民共和國(guó)出入境管理局委托的香港中旅集團(tuán)、澳門中國(guó)旅行社遞交辦理通行證申請(qǐng)。經(jīng)內(nèi)地公安機(jī)關(guān)出入境管理機(jī)構(gòu)審批簽發(fā)的通行證有效期5年，持證人可以在證件有效期內(nèi)多次來(lái)往內(nèi)地，每次停留不超過(guò)90日。非中國(guó)籍港澳永久性居民首次申請(qǐng)通行證時(shí)，應(yīng)當(dāng)分別向香港中旅集團(tuán)、澳門中國(guó)旅行社遞交申請(qǐng)。換發(fā)、補(bǔ)發(fā)通行證時(shí)，可以向香港中旅集團(tuán)、澳門中國(guó)旅行社，或者內(nèi)地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)遞交申請(qǐng)。

　　A:Permanent residents in the Hong Kong Special Administrative Region and the Macao Special Administrative Region who are non-Chinese citizens (hereinafter referred to as non-Chinese Hong Kong and Macao permanent residents) and who wish to travel to the mainland of China for short-term purposes such as investment, visiting relatives, tourism, business, seminars, and exchanges may apply for the Permit through China Travel Service (Holdings) Hong Kong Limited and China Travel Service (Macao) Ltd., authorized by the Exit and Entry Administration of P.R. China. The Permit approved and issued by the exit-entry administration of the public security department is valid for five years. During its validity, the holder may travel to the mainland of China multiple times, with each stay not exceeding 90 days. To apply for the Permit for the first time, non-Chinese Hong Kong and Macao permanent residents shall submit their applications to China Travel Service (Holdings) Hong Kong Limited and China Travel Service (Macao) Ltd. To renew or replace the Permit, the holder may apply to China Travel Service (Holdings) Hong Kong Limited, China Travel Service (Macao) Ltd., or the exit-entry administration of the public security department at or above the municipal level in the mainland of China.

　　問(wèn)二：申請(qǐng)辦理通行證需要提交哪些申請(qǐng)材料？

　　答：申請(qǐng)通行證應(yīng)當(dāng)提交下列材料的原件及復(fù)印件：（一）填寫完整、準(zhǔn)確且粘貼申請(qǐng)人近照的《港澳居民來(lái)往內(nèi)地通行證（非中國(guó)籍）申請(qǐng)表》；（二）有效香港、澳門永久性居民身份證。未滿11周歲未辦理香港居民身份證的非中國(guó)籍香港永久性居民，提交香港入境事務(wù)處簽發(fā)的載明其具有香港永久性居民身份的《〈索取資料申請(qǐng)〉通知書》。未滿18周歲的申請(qǐng)人，還應(yīng)當(dāng)提交監(jiān)護(hù)人護(hù)照等身份證明原件、監(jiān)護(hù)關(guān)系證明；（三）有效普通護(hù)照（中國(guó)政府不承認(rèn)的證件除外），證件有效期不少于6個(gè)月；（四）國(guó)籍證明文件，包括香港入境事務(wù)處簽發(fā)的包含國(guó)籍信息的《〈索取資料申請(qǐng)〉通知書》、澳門身份證明局簽發(fā)的包含國(guó)籍信息的《個(gè)人資料證明書》，國(guó)籍證明文件簽發(fā)時(shí)間應(yīng)當(dāng)在申請(qǐng)之日前6個(gè)月內(nèi)；（五）確有必要的其他申請(qǐng)材料。受理、審批機(jī)構(gòu)對(duì)申請(qǐng)人提交的個(gè)人信息依法予以保護(hù)。

　　A: To apply for the Permit, the originals and copies of the following documents are required: (I) Application Form for Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens) filled in completely and accurately, with the applicant's recent photo pasted; (II) Valid Hong Kong or Macao permanent identity card. A non-Chinese Hong Kong permanent resident under the age of 11 who has not obtained a Hong Kong permanent identity card may provide the Notice of Application for Access to Information issued by the Hong Kong Immigration Department, which states that he/she is a Hong Kong permanent resident. Guardians accompany an applicant under the age of 18 shall present the original identity certificates, such as passports and proof of guardianship; (III) A valid ordinary passport (excluding passports not recognized by the government of China), with a validity period of no less than 6 months; (IV) Nationality certificates, including the Notice of Application for Access to Informationissued by the Hong Kong Immigration Department and the Certificate of Personal Data issued by the Macao Identification Services Bureau. The nationality certificate must be issued within 6 months prior to the date of application; (V) Other necessary application documents. The processing authority shall protect the personal information submitted by the applicant in accordance with the law.

　　答：（一）應(yīng)當(dāng)本人前往受理機(jī)構(gòu)申請(qǐng)通行證。未滿18周歲的申請(qǐng)人應(yīng)當(dāng)由監(jiān)護(hù)人陪同辦理。（二）不得持通行證在內(nèi)地工作、學(xué)習(xí)或者從事新聞采訪等活動(dòng)，若確需進(jìn)行上述活動(dòng)的，應(yīng)當(dāng)向外交部駐香港、澳門特派員公署或內(nèi)地公安機(jī)關(guān)出入境管理機(jī)構(gòu)依法依規(guī)申請(qǐng)辦理簽證或者停留居留證件。（三）在內(nèi)地申請(qǐng)換發(fā)、補(bǔ)發(fā)通行證的，可以憑《港澳居民來(lái)往內(nèi)地通行證（非中國(guó)籍）受理回執(zhí)》原件在內(nèi)地合法停留，也可以申請(qǐng)辦理一次性出境證件出境后，向中華人民共和國(guó)出入境管理局委托的香港中旅集團(tuán)、澳門中國(guó)旅行社遞交申請(qǐng)換發(fā)、補(bǔ)發(fā)通行證。

　　A: (I) Applicants shall go to the processing authority in person to apply for the Permit. Applicants under the age of 18 shall be accompanied by their guardians for application. (II) The holder shall not work, study, or engage in news coverage activities in the mainland of China with the Permit. Those who intend to carry out the above-mentioned activities in the mainland of China shall apply for a visa, stay permit, or residence permit from the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong Special Administrative Region or the Macao Special Administrative Region, or from the exit-entry administration of the public security department at or above the municipal level in the mainland of China in accordance with laws and regulations. (III) Those who apply for renewal or replacement of the Permit in the mainland of China may stay legally in the Mainland with the original Application Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese Citizens), or they can apply for a one-time exit travel document to leave the Mainland and then submit an application for renewal and replacement to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit and Entry Administration of P.R. China.

　　問(wèn)四：申請(qǐng)辦理通行證需要多長(zhǎng)時(shí)間，收費(fèi)標(biāo)準(zhǔn)是什么，如何領(lǐng)取？

　　答：（一）通行證受理、審批簽發(fā)時(shí)限為20個(gè)工作日。（二）通行證有效期5年，收費(fèi)標(biāo)準(zhǔn)為在港澳地區(qū)首次申請(qǐng)260元港幣，在內(nèi)地?fù)Q發(fā)、補(bǔ)發(fā)230元人民幣。（三）通行證應(yīng)當(dāng)由本人前往受理窗口，憑《港澳居民來(lái)往內(nèi)地通行證（非中國(guó)籍）受理回執(zhí)》領(lǐng)取；未滿18周歲的申請(qǐng)人，可以由法定監(jiān)護(hù)人代為領(lǐng)取。（四）申請(qǐng)人應(yīng)當(dāng)在預(yù)約取證之日起12個(gè)月內(nèi)領(lǐng)取通行證，超過(guò)12個(gè)月無(wú)正當(dāng)理由未領(lǐng)取的，視為自動(dòng)放棄領(lǐng)取，申請(qǐng)的通行證將被注銷。

　　A: (I) The Permit will be issued within 20 working days after the application officially accepted. (II) The Permit is valid for five years. The fee for first application in Hong Kong or Macao SAR is HKD 260, while that for renewal or replacement in the mainland of China is CNY 230. (III) Applicants shall collect the Permit at application offices by themselves with the Application Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese Citizens). For applicants under the age of 18, their legal guardians can collect the Permit on their behalf. (IV) Applicants shall collect the Permit within 12 months from the scheduled date of collection. If they fail to collect it in time without justifiable reasons, they will be deemed to have voluntarily waived the collection, and the Permit will be canceled.

　　問(wèn)五：持用通行證入境出境時(shí)能否使用邊檢快捷通道通關(guān)？

　　答：根據(jù)2017年公安部關(guān)于對(duì)入境外國(guó)人留存指紋等生物信息公告的有關(guān)規(guī)定，持證人在口岸履行指紋采集等手續(xù)后，可以經(jīng)快捷通道通關(guān)。持用通行證入境時(shí)無(wú)需填寫外國(guó)人入境卡。

　　A: In accordance with the Announcement of the Ministry of Public Security on Retaining Fingerprints and Other Biological Information of Entry Foreigners in 2017, Permit holders can go through immigration clearance through E-channels after completing fingerprint collection procedures at ports of entry.?In addition, Permit holders are not required to fill in the Arrival Card when entering the mainland of China with the Permit.

　　問(wèn)六：持用通行證在內(nèi)地停留期間有哪些注意事項(xiàng)？Q6:What are the matters needing attention during the stay in the mainland of China with the Permit?

　　答：（一）在內(nèi)地停留期間應(yīng)當(dāng)依法登記住宿。（二）在內(nèi)地申請(qǐng)換發(fā)、補(bǔ)發(fā)通行證，停留起算時(shí)間按照持原通行證入境時(shí)間計(jì)算。（三）因不可抗力或其他正當(dāng)理由，入境后需要停留超過(guò)90日的，應(yīng)當(dāng)向停留地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)申請(qǐng)延長(zhǎng)停留期，延期最長(zhǎng)不超過(guò)90日。

　　A: (I) During their stay in the mainland of China, the Permit holders shall register with the police in accordance with laws. (II) For those who apply for renewal or replacement of the Permit in the mainland of China, their duration of stay will be calculated from the entry time with the?original Permit. (III) To stay for more than 90 days in the mainland of China due to force majeure or other justifiable reasons,?the Permit?holders shall apply for an extension of stay up to 90 days to local exit-entry administration of the public security department at or above the municipal level in the mainland of China.

　　問(wèn)七：通行證遺失或者損毀后應(yīng)該怎樣辦理？

　　Q7:What should one do if his/her Permit is lost, stolen or damaged?

　　答：所持通行證遺失、被盜，或者因破損、污損等導(dǎo)致證件信息顯示不完整、電子芯片無(wú)法讀取的，應(yīng)當(dāng)由本人向中華人民共和國(guó)出入境管理局委托的香港中旅集團(tuán)、澳門中國(guó)旅行社或者內(nèi)地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)遞交申請(qǐng)補(bǔ)發(fā)通行證。因通行證遺失、被盜遞交申請(qǐng)補(bǔ)發(fā)通行證的，應(yīng)當(dāng)簽署遺失聲明。領(lǐng)取新證前，在內(nèi)地的原持證人可憑《港澳居民來(lái)往內(nèi)地通行證（非中國(guó)籍）受理回執(zhí)》原件合法停留，出境時(shí)應(yīng)當(dāng)持用補(bǔ)發(fā)的通行證。

　　A: If the Permit is lost or stolen, or if the information on the Permit is incomplete or the integrated chip cannot be read due to damage, the holder shall submit an application for replacement of the Permit to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit and Entry Administration of P.R. China, or the exit-entry administration of the public security department at or above the municipal level in the mainland of China. To apply for replacement due to lost or stolen, the applicant shall sign a statement of loss. For those who apply for renewal or replacement in the mainland of China, can stay legally with the original Application Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese Citizens)before collecting a new Permit.

　　問(wèn)八：通行證即將過(guò)期或者已經(jīng)過(guò)期應(yīng)該怎樣辦理？

　　Q8:What should one do if his/her Permit is about to expire or has already expired?

　　答：所持通行證有效期不足6個(gè)月的，可以由本人向中華人民共和國(guó)出入境管理局委托的香港中旅集團(tuán)、澳門中國(guó)旅行社或者內(nèi)地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)遞交申請(qǐng)換發(fā)通行證。如果申請(qǐng)換發(fā)時(shí)通行證有效期不足20個(gè)工作日或者已經(jīng)過(guò)期的，可以向香港中旅集團(tuán)或者澳門中國(guó)旅行社遞交申請(qǐng)換發(fā)通行證。申請(qǐng)換發(fā)通行證時(shí)應(yīng)當(dāng)提交現(xiàn)持用的通行證。

　　A: If the validity period of the Permit is less than 6 months, the holder may submit an application for renewal to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit and Entry Administration of P.R. If the validity period of the Permit is less than 20 working days or has expired, the holder may apply for the renewal of the Permit to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. The current Permit shall be submitted when applying for renewal.

　　問(wèn)九：通行證持證人的身份信息或其他信息發(fā)生變更了應(yīng)該怎樣辦理？

　　答：通行證持證人的姓名、性別、出生日期、國(guó)籍等身份信息變更的，應(yīng)當(dāng)由本人向中華人民共和國(guó)出入境管理局委托的香港中旅集團(tuán)、澳門中國(guó)旅行社或者內(nèi)地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)遞交申請(qǐng)換發(fā)通行證。申請(qǐng)時(shí)應(yīng)當(dāng)提交變更信息后的香港或者澳門永久性居民身份證、護(hù)照以及現(xiàn)持用的通行證。如護(hù)照號(hào)碼、聯(lián)系方式、緊急聯(lián)系人等信息變更的，應(yīng)當(dāng)由本人在30日內(nèi)向香港中旅集團(tuán)、澳門中國(guó)旅行社或者內(nèi)地設(shè)區(qū)的市級(jí)以上公安機(jī)關(guān)出入境管理機(jī)構(gòu)申報(bào)。
